DA in Matjhabeng files a motion of no confidence against the Mayor

The Democratic Alliance (DA) in the Matjhabeng Local Municipality has submitted a Motion of No Confidence in the Executive Mayor, Cllr TD Khalipha, under Rule 90 of the Standard Rules and Orders.

This decisive step was taken on 21 January 2025 to address ongoing governance violations and restore trust in the municipality.

The motion calls for the immediate removal of Mayor Khalipha, citing violations of the Councillors’ Code of Conduct, the Municipal Systems Act, and the Constitution, as well as financial mismanagement and misconduct. These actions have severely undermined governance, economic stability, and public confidence while jeopardising the municipality’s future under the current Section 139 intervention.

Grounds for the Motion:

  1. Violation of the Councillors’ Code of Conduct (Sections 3 and 4) and Standard Rules and Orders.
  2. Breach of the Municipal Systems Act (Sections 6 and 55).
  3. Financial misconduct and non-compliance with the Municipal Finance Management Act.
  4. Breach of Constitutional Duties (Sections 152, 153, and 139).
  5. Financial mismanagement leads to the risks of council dissolution.
  6. Obligation to act in the interest of fiscal responsibility and public trust.

The removal of Cllr Khalipha is vital to safeguarding the municipality’s financial health, governance, and credibility. This action will ensure effective service delivery to residents, restore accountability, and help prevent the council’s dissolution.
