The Democratic Alliance (DA) will hold the Municipal Public Accounts Committee (MPAC) in Maluti-a-Phofung (MaP) accountable for failing to fulfil its oversight responsibilities under Cllr Holley’s leadership of the African Content Movement (ACM).

The committee’s inaction on matters referred to it raises serious concerns about accountability and the protection of public funds, with MaP residents and South African taxpayers bearing the consequences of squandered money.

Cllr Holley is the Chairperson of the MaP Municipal Public Accounts Committee (MPAC).

Under his leadership, MPAC has made only three recommendations that could hold anyone accountable.

MPAC referred two matters for further investigation, while another recommendation proposed that the Mayor repay money deemed wasted. However, Cllr Holley did not even vote in favour of his own recommendation, while the other ACM councillor voted against it.

Since this debacle in December 2025, MPAC has tabled nothing before Council, despite several matters being referred to the committee for consideration.

For example, in January 2026, the municipality referred the 2024/25 financial reports to MPAC. In January, May, and August, the committee also received matters relating to fruitless, wasteful, and irregular expenditure, yet it has not convened to discuss them.

The external auditor has highlighted the lack of oversight in MaP. Under the leadership of Cllr Holley, MPAC is failing in its responsibilities, with serious consequences for MaP residents and South African taxpayers as public money is squandered without adequate oversight.

The DA will continue to press MPAC to address these outstanding matters and fulfil its oversight responsibilities.

Residents deserve accountability for public spending and assurance that allegations of financial mismanagement are properly investigated. It is time to stop the chaos and start the delivery.
