The Democratic Alliance (DA) in Dihlabeng will submit a recommendation plan to the Local Economic Development (LED) Directorate to address the ongoing neglect and mismanagement of commonage land within the municipality.
We are deeply concerned about the ongoing neglect and mismanagement of commonage land within the Dihlabeng Local Municipality. The absence of formal lease agreements has not only resulted in a complete loss of potential revenue for the municipality but has also created a chaotic and unsustainable environment for small-scale farmers and livestock owners.
Currently, no designated areas, commonly referred to as “Graceland”, have been identified for livestock grazing. As a result, animals are roaming indiscriminately across municipal land, posing serious risks to public health and safety.
The lack of hygienic precautions and veterinary oversight increases the likelihood of disease outbreaks, which could have devastating consequences for both the community and the agricultural sector.
DA calls for immediate intervention by the Local Economic Development (LED) Directorate to:
- Establish and formalise lease agreements for commonage land to ensure accountability and revenue generation.
- Identify and demarcate designated grazing areas (“Graceland”) with proper fencing, water access, and sanitation facilities.
- Provide support and training to small-scale farmers and commonage users to promote sustainable and hygienic livestock practices.
- Enforce municipal bylaws by impounding livestock found in violation of grazing regulations, and implement appropriate remedial actions to prevent repeat offences.
We urge the Dihlabeng Municipality to treat this matter with the urgency it deserves. The dignity, health, and economic empowerment of our community depend on a well-managed and inclusive commonage system.
