The Democratic Alliance (DA) will use every available oversight mechanism to hold the ANC accountable for ongoing governance failures in Mangaung Metropolitan Municipality (MMM) and ensure that residents receive the services they deserve.
The latest developments once again expose the ANC’s inability to govern, with poor leadership and political instability contributing to National Treasury’s temporary withholding of the Municipality’s July 2026 equitable share transfer.
The Auditor General Report and Standing Committee on Public Accounts (SCOPA) meetings every financial year have the same line items:
- Poor Planning
- Infrastructure Delays
- Weak Financial Management
- Collection Gaps
- Excessive Overtime Payments
- Lack of Oversight
- Lack of Discipline and Accountability
- Political Instability and Poor Leadership
The above, amongst other factors, has led to National Treasury temporarily withholding the July 2026 equitable shares transfers to Mangaung Metropolitan Municipality (MMM), which will have a detrimental effect on Service Delivery in the Metro.
After noting the above, the ANC has claimed that it has convinced its former Chairperson of MPAC, Cllr. IJ Makoloane to resign after it became clear that the Municipal Public Accounts Committee (MPAC) of MMM is dysfunctional, mainly due to the Chairperson of the Committee not being fit for purpose, which has caused many of the line items mentioned, such as a lack of oversight, accountability, and discipline.
Unfortunately, on 15 July 2026, when a Special Council Meeting was convened to elect a Chairperson of MPAC, the ANC once again demonstrated Poor Leadership and Instability, when all but four of their Councillors allegedly requested leave, which was approved by the Speaker, and the Council Meeting could not continue because the meeting did not have a quorum.
The above just proves that the ANC has no intention of making Mangaung Work and is more focused on its internal faction fights and cadre employment.
It is time for all residents of MMM to ensure they are registered to vote and, on 4 November 2026, vote for a political party with a proven track record that can make Mangaung work, attend to the line items mentioned, and provide proper service delivery.
