DA to escalate Mayor conduct crisis in Tswelopele

The Democratic Alliance (DA) will submit a formal complaint to the Department of CoGTA, calling for urgent intervention to restore lawful governance and accountability in Tswelopele following the conduct of Mayor Cllr Kenalemang Phukuntse.

The DA is deeply concerned about the Mayor’s conduct during last week’s EXCO meeting, where her actions disrupted proceedings and undermined effective oversight. This directly influences the community, as instability within the municipality slows down decision-making, weakens service delivery, and leaves residents without the reliable, professional governance they deserve.

During the meeting, the Mayor overstepped her boundaries by engaging in unacceptable verbal conduct towards councillors, senior officials, and the Municipal Manager. This behaviour has severely undermined the integrity of the meeting and created an environment no longer conducive to constructive governance.

It must be emphasised that the Mayor is not an Executive Mayor and does not have the authority to interfere with administrative functions. Continued interference places undue pressure on directors and officials, who are expected to account for decisions beyond their control.

Furthermore, conduct in EXCO meetings is increasingly suppressing meaningful engagement. Councillors are denied the opportunity to contribute, as input is met with hostility and intimidation.

Of serious concern is an incident last week where a long-serving Administrative Manager, with over 30 years of service, was instructed to vacate her office immediately at the Mayor’s demand, pending an investigation. Similarly, the Director of Corporate Services has been called for investigation at the Mayor’s insistence. These actions raise serious concerns about due process, fairness, and the misuse of authority.

Another concern is the call for a special meeting shortly thereafter, seemingly intended to question my lawful position as an EXCO member. This raises further concerns about the misuse of Council processes to target dissenting voices instead of advancing governance.

Such actions are not only inappropriate but also harmful to the effective functioning of Council and the delivery of services to residents.

Residents of Tswelopele deserve leadership that upholds professionalism, respects institutional roles, and prioritises service delivery above personal conduct.
