The Democratic Alliance will utilise the newly formalised Section 79 Oversight and Monitoring Committee to enforce rigorous accountability and drive the effective implementation of Matjhabeng’s Financial Recovery Plan (FRP).
During the fourth Special Council Meeting held on 26 February 2026, Council formally established the Multi-Party Whippery as a Section 79 Oversight and Monitoring Committee on the Financial Recovery Plan. The Democratic Alliance led the formalisation of the committee and crafted the framework Terms of Reference to give structured oversight of the Financial Recovery Plan clear legal standing under the Municipal Structures Act. What previously functioned as an informal consultative platform has now been converted into a properly constituted Council oversight committee with a defined mandate, reporting framework, and measurable responsibilities.
Matjhabeng remains under constitutional intervention in terms of Section 139(5) due to sustained financial distress. The Financial Recovery Plan is a legally binding framework aimed at restoring financial stability, strengthening governance, and improving internal controls. Recovery, however, requires more than merely noting reports; it requires structured and intentional oversight. Without firm oversight, financial instability persists, directly undermining service delivery and eroding public trust.
The newly established Section 79 Committee will monitor implementation of the Financial Recovery Plan, evaluate performance against measurable targets, identify risks, track related Council resolutions, and make formal recommendations to Council. For residents, this means that implementation of the Financial Recovery Plan will now be subject to structured scrutiny, measurable performance tracking, and transparent accountability.
Matjhabeng’s recovery requires discipline, transparency, and sustained accountability. The establishment of this Section 79 Oversight and Monitoring Committee is a practical step towards rebuilding institutional integrity and restoring public confidence.
