Tswelopele Mayor’s interference with the administration must be investigated

The abusive and authoritarian conduct of Tswelopele Local Municipality Mayor Rose Phukuntse has caused widespread fear and distress among municipal workers and councillors, and it has created an atmosphere of intimidation and unease within the municipality.

The Mayor has on multiple occasions interfered with the administration. Locking the gates of the Hoopstad municipal building and forcing any employee who is late, to go home without payment. She has threatened executive committee members with dismissal and berates municipal employees, shaming them in the streets.

As a party committed to upholding the principles of good governance, accountability, and respect for all individuals, we are taking immediate action to address these serious allegations. In light of these concerning reports, the Democratic Alliance (DA) is initiating a comprehensive investigation into the behaviour of the Mayor. Furthermore, we will lay a complaint with the Speaker as we believe the Mayor has broken the Code of Conduct for Councillors Section 12 (A) concerning interference in administration.

We recognize the need for a thorough and impartial examination of the allegations against the Mayor. We must ensure that all individuals within the municipality are treated with dignity and respect and that their well-being is safeguarded in the workplace.

The appropriate measures, including mandatory anger management and counselling, should be considered by Mayor Phukuntse, in addition to the investigation of the reported issues. Any underlying issues contributing to the reported behaviour must be addressed in a constructive and supportive manner.

We understand the concerns raised by the unions and other stakeholders, and we are committed to engaging with them throughout this process. We will provide further updates as the investigation progresses, and we extend our assurance to the public that we will handle this matter with the utmost seriousness and diligence.
