The Democratic Alliance (DA) will formally escalate the conduct of Mayor Kenalemang Phukuntse to the provincial Department of Cooperative Governance and Traditional Affairs (COGTA) for investigation and intervention to restore stability and professionalism within Tswelopele Local Municipality.
The conduct of the Mayor has become a serious concern for municipal staff, councillors, and members of the community. A significant number of municipal employees have expressed frustration and exhaustion due to ongoing verbal abuse. It is deeply troubling that councillors have reportedly been subjected to disrespectful and demeaning treatment during official meetings, in full view of colleagues. Such behaviour undermines the integrity of Council and creates a hostile working environment, ultimately weakening effective governance and service delivery.
Furthermore, the Mayor continues to interfere in municipal administration, a function that falls outside her scope of authority, particularly as she is not an Executive Mayor. Political point-scoring and personal remarks during EXCO and other meetings are inappropriate and unacceptable. Governance requires professionalism, accountability, and respect — not intimidation or grandstanding.
The municipality is also suffering financially due to repeated and reportedly unnecessary dismissals of employees during her term, resulting in substantial legal costs. At a time when resources are already constrained, this reckless expenditure diverts funds away from essential services and infrastructure.
Of particular concern was the decision to prohibit local farmers from assisting with the grading of gravel roads in Bultfontein, despite prior communication that the work would take place under Technical Department’s supervision. With the municipal grader reportedly held by a service provider due to outstanding debt, preventing community assistance is unreasonable and directly harms residents who rely on safe, accessible roads.
The DA calls on the African National Congress to take responsibility and ensure that its member adheres to the standards expected of a public representative. The residents of Bultfontein deserve stable, respectful, and accountable leadership.
